The Child and Youth Advocate Act
On November 21, 2011, the Alberta government introduced Bill 25 – the Child and Youth Advocate Act.
What does this new Act do?
The Child and Youth Advocate reports to the Minister of Human Services. The proposed legislation sets up the Advocate as an independent officer of the Legislature. It also expands the role of the Office of the Child and Youth Advocate, and increases its investigative responsibilities. This includes giving the Office the autonomy and authority to look for system-wide areas of improvement, and improve services for children and youth. Upon proclamation of the Act, the Office will be able to work with youths in the criminal justice system to make sure they have the advocacy supports they need.
The Child and Youth Advocate Act also clarifies the publication ban measures that protect the privacy of children in the child intervention system. For example, public bodies may share a child’s personal information if it’s in the child’s best interest.
New council to be formed
The proposed Child and Youth Advocate Act sets up a new Child and Family Services Council for Quality Assurance, under the Ministry of Human Services. The Council helps increase public understanding and confidence in the province’s child intervention system.
